Midland ISD
Midland ISD is designing for a new generation of students—and it started by listening. For more than 30 years, the community had not passed a bond to address secondary school infrastructure needs, even as enrollment grew and facilities aged. Pfluger helped the district form a bond committee of more than 100 people and facilitated meetings and surveys to gather feedback from students, families, teachers, and business leaders. That work helped build trust, align priorities, and ultimately pass the largest bond in West Texas history: $1.415 billion.
With the bond approved, our team is leading the design of the new Midland and Legacy High Schools. Each campus will serve 4,200 students and reflect the unique conditions of its site while staying grounded in shared values. The design prioritizes natural light, outdoor learning, and hands-on education through visible CTE labs and flexible academic spaces. Every decision is shaped by the voices of the community and the needs of the students who will bring these spaces to life. Though still in progress, these schools are already taking shape as places of connection, purpose, and pride.
